Quang Tri promotes sending workers to Korea

This is a new direction to create more jobs for local workersQuang Tri has been effectively implementing the process of sending workers to work abroad, with about 2,800 workers by 2023.

Japan is at the top of the market, recruiting 1,511 Quang Tri workers. It is followed by Taiwan (China) and South Korea, with 800 workers and 473 workers, respectively. In 2024, the province will continue to send workers to work abroad under contracts.

Deputy Director of the Department of Labor, Invalids and Social Affairs Le Nguyen Huyen Trang said the province has piloted sending workers to South Korea based on the seasonal contract. The move is also motivated by the two countries’s non-profit cooperation programs.

According to the direction of the People’s Committee of Quang Tri Province, the Department of Labor, Invalids and Social Affairs has guided the people’s committees of districts, towns, and cities on the necessary steps to help local workers sign and implement agreements.

For the recruitment of workers to go abroad, localities must meet legal regulations such as appropriate age, length of residence; civilian capacity and no illegal acts.

Agencies must open Korean language training courses and orientation education for workers before leaving the country. They will also conduct health checks and assist workers with administrative procedures.

Regarding labor contracts, agencies will promulgate measures to ensure employees properly implement the contract. Regarding labor contracts, agencies will promulgate measures to ensure employees properly implement the contracts, meanwhile, local authorities must select qualified candidates to work abroad to minimize violations of labor contracts.

The demand for working under seasonal contracts in South Korea is sharply increasing, however, the workers' lack of understanding has hindered the program. Besides, they also face risks from many unlicensed businesses recruiting workers with attractive conditions such as low travel costs.

The provincial Department of Labor, Invalids and Social Affairs has issued instructions to help workers better understand the program, such as the legal form and the list of agencies qualified to send workers abroad. Workers need to find out information and only register through provincial agencies, such as the Department of Labor, Invalids and Social Affairs.

According to Korean regulations, Trang said this country will consider stopping recruitment if the rate of seasonal workers quitting their contracts is 10% higher than the previous year and stopping employing workers from foreign countries where this rate exceeds 50%.

The quitting of contract jobs will seriously affect the province’s reputation in international cooperation with Korea, leading to the possibility that this country will stop accepting more workers, narrowing job opportunities for thousands of workers. To prevent this adverse situation, the Department of Labor, Invalids and Social Affairs requests the people’s committees of districts, towns and cities to carefully select workers before signing an agreement with Korean localities.

"The selection will help improve the province’s reputation and avoid the risk of Korea canceling labor recruitment and negatively affecting the work of sending workers to this country under other programs.

"Seasonal work in Korea is a new direction for Quang Tri workers. However, localities should pay attention to developing the most effective plan to implement this content," Huyen Trang underscored.
