Quang Tri promote scientific advancements for socio-economic development

Vice Director of the Quang Tri Department of Science and Technology Dao Ngoc Hoang shared with the Quang Tri Newspaper the province’s dedicated efforts in fostering scientific advancements for the purpose of driving socio-economic development.

In restructuring the field of Science and Technology in recent years, Quang Tri province has concentrated on implementing various solutions to develop Science and Technology for practical contributions to production and daily life. Could you please share some notable achievements in this domain?

In recent years, the field of Science and Technology in Quang Tri province has taken proactive measures, advising the People’s Council and the People’s Committee to issue numerous resolutions, policies, projects, and important solutions to implement research and enhance the application, dissemination, and transfer of technical processes and technologies.

This effort is a result of the Science and Technology missions at various levels through policy implementations. The Department of Science and Technology has mastered over 70 technical processes and technologies, ready for transfer, along with 17 Science and Technology missions that have produced model results and products with practical applications and scalability in production and daily life.

Specifically, in the domain of agriculture and technology-intensive agriculture, 15 processes have been developed. These include the production of plant varieties using tissue culture methods for orchids, strawberries, dwarf purslane flowers, cherry tomatoes, various lilies, rose flowers, and more. Notably, the production of Cordyceps militaris has been successfully transferred to QT-TECH Technology Development Company.

The processes involved in the production of medicinal herbs and the processing of agricultural products include 11 stages: 1. Harvesting various raw materials; 2. Initial processing of raw materials, which involves cutting, drying, or sun-drying, and preserving the materials; 3. Utilizing various solvents in the extraction of different raw materials; 4. Extracting and cyclically concentrating various medicinal herbs; 5. Recovering the extracted liquid and drying it using different drying equipment (depending on the type of raw material); 6. Grinding and blending the products (dry powder after drying); 7. Packaging and wrapping the products; 8. Manufacturing various types of matcha powder; 9. Producing various types of teabags; 10. Dehydrating bananas; 11. Manufacturing some types of powder from various roots and fruits.

The production process for various microbial products involves 6 stages: 1. Manufacturing microbial products for treating waste, composting organic matter through microbial activity (Compo - QTMIC); 2. Producing microbial products as biological bedding supplements for livestock farming (BioQTMIC); 3. Formulating microbial products for treating aquaculture ponds (Nitro - QTMIC); 4. Developing microbial products as supplementary feed for livestock (Pro - QTMIC); 5. Creating microbial products with antifungal properties for crop disease management (Tricho-Pseu); 6. Manufacturing microbial products as supplementary feed for aquaculture (PERFECTQTMIC).

Additionally, 33 processes have been formed through state-level Science and Technology missions, including cattle farming, mushroom production, the cultivation of ornamental flowers, and the cultivation of medicinal herbs. These processes have been successfully researched, applied, and tested, delivering high efficiency in practical production.

The province has also delved into the design and operation of automated irrigation systems, greenhouses, and automatic vending machines, with five established processes. These technologies, born out of local production needs, are aligned with trends and play a significant role in creating new, high-quality products for commercialization in the market.

Furthermore, 17 Science and Technology missions have demonstrated the potential for application and scalability in practical production. These missions include: 1. Establishment of a model for the development of safe and bio-secure hybrid yellow straw chicken farming in Quang Tri; 2. Pilot production of turmeric starch on a technology scale of 30 kg starch production; 3. Research and development of experimental models for promising coffee and tea varieties in Huong Hoa district, Quang Tri province; 4. Application of scientific and technological advances to establish a model for disease-resistant clean orange cultivation in Quang Tri province; 5. Research, production, and commercialization of soluble lamellar herb tea products from natural sources on Con Co Island; 6. Research and development of greenhouse models applying Industry 4.0 technology for the research, testing, and production of various valuable crops suitable for the conditions of Quang Tri province; 7. Research and establishment of models applying advanced science and technology in cage fish farming and high-tech shrimp farming in Quang Tri province; 8. Research and development of technical processes for the production of Wallago attu (Bloch & Schneider, 1801) fish seeds suitable for Quang Tri province; 9. Research on the application of biotechnology to serve the conservation and development of Dendrobium anosmum orchids in Quang Tri province; 10. Investigation of technical measures post-harvest to extend the shelf life and improve the quality of processed and consumed products from avocados in Quang Tri province; 11. Study of pest and disease components, the development of key hazards, and comprehensive management measures on the Dai Nong 1 lime variety in Quang Tri; 12. Construction of a digital database on the nationally special historical site of Ancient Citadel Quang Tri and locations commemorating the events of the 81 days and nights in 1972, contributing to the development of tourism in Quang Tri province; 13. Establishment of a model for standard VietGAHP chicken farming in the value chain in sandy areas of Quang Tri province; 14. Application of science and technology advances to build a value chain model for safe lacquer production following VietGAHP standards in Quang Tri province; 15. Application of science and technology advances to build a value chain model for high-yield and safe lacquer production following VietGAP standards in Quang Tri province; 16. Research to improve cloning technology and establish a high-quality nursery model for forestry trees in Quang Tri province; 17. Research on technical measures for post-harvest preservation and processing of avocado products, avocado powder, and avocado oil in Quang Tri province.

Could you please share the strategies for the development of Science and Technology in the province in the upcoming period, particularly focusing on supportive policies and the integration of Science and Technology outcomes into production and daily life?

In the coming period, the Department of Science and Technology is set to intensify widespread communication efforts to disseminate key strategies and policies related to science and technology to the general public and businesses. Special emphasis will be placed on policies supporting the replication of science and technology outcomes into production and daily life. The aim is to enhance societal awareness and engage organizations and businesses in technological innovation activities.

Efforts will be made to refine the legal framework concerning policies that facilitate the replication and transfer of processes, technologies, and scientific and technological tasks. To achieve this mission, in-depth investigations and studies will be conducted to align plans and implement a roadmap for enhancing the technological capabilities of businesses and individuals. Understanding the technology adoption needs of businesses and individuals, categorizing the subjects requiring technology transfer, and ensuring that technology transfer principles enhance economic efficiency and technical proficiency are integral aspects of this initiative.

The promotion of the development of the technology supply-demand ecosystem will be based on improving the absorptive, mastery, and innovation capabilities of businesses. This involves supporting mechanisms for businesses to investigate, compile statistics, and evaluate technology needs, intellectual property exploitation, and the analysis of technology trends. The creation of competitive pressure in the business environment will encourage firms to utilize technology, ultimately increasing labor productivity. Additionally, the expansion and improvement of standard systems harmonized with international standards will be pursued.

Support will be extended for the transfer of advanced science and technology application processes in production, especially in rural areas, mountainous regions, and economically and socially challenging areas. The focus will be on the application of advanced technology and automation in smart agriculture production models. This includes the improvement of crop varieties and high-quality livestock breeding, the adoption of new cultivation techniques, and the implementation of advanced closed-loop, disease-controlled processes in aquaculture, agriculture, and the key seafood sector of the region.

Collaboration will be fostered by integrating programs, topics, and projects at various levels with the developmental investment projects of each region. This aims to diversify forms of investment and technology transfer, encouraging technology transfer from multiple sources.

For organizations and individuals, proactive engagement in obtaining information, particularly regarding general policies and science and technology development support policies, is crucial.
