Quang Tri delegation visits Laos to strengthen Party cooperation

A delegation from the Organization Commission of the Quang Tri Provincial Party Committee, led by Chief Phan Van Phung, on May 21 to 23 paid a working visit to Laos and held discussions with the Organization Commissions of Salavan and Savannakhet provinces to exchange experiences.

Bua Son Ma Ha Vong, Chief of the Organization Commission of Savannakhet, and Ven Phet Lat Da Vong, Chief of the Organization Commission of Salavan, attended the meetings.During the meetings, Phung briefed participants on Quang Tri’s socio-economic development, defense, and Party-building efforts. He also reported on the implementation of the MoU signed on May 30, 2024, by the three provinces.

In 2024, Quang Tri’s economy showed steady recovery and achieved notable results. Responding to central government directives, the province carried out a broad restructuring to streamline its organizational system. This led to the reduction of two subordinate Party organizations.

Additionally, eight agencies under the Party bloc, Fatherland Front, and socio-political organizations were dissolved or merged. Five specialized departments under the provincial People’s Committee were consolidated to improve efficiency.As of July 1, 2025, Quang Tri will reduce ten district - level administrative units, transfer staffing quotas to commune level, and establish 37 new communes, wards, and special zones.

Regarding training cooperation, Quang Tri successfully concluded the 13th Intermediate Political Theory Course in December 2024 and launched the 14th course in March 2025, with 50 students in each class from Salavan and Savannakhet provinces.In July 2024, the province also completed the first leadership and management training course for department-level officials from the two Lao provinces, each class comprising 40 participants. The second course is scheduled to begin in July 2025.

During the discussions, the parties exchanged experiences in organizing grassroots-level Party congresses, with a particular focus on personnel work for commune-level Party committees.To further strengthen ties between Vietnam and Laos, especially among the provinces of Salavan, Savannakhet, and Quang Tri, the Organization Commission of Quang Tri proposed that the newly appointed provincial leadership continue to uphold and implement the agreed commitments following the planned administrative merger.

The parties will continue implementing the MoU and maintaining regular visits and exchanges. They will also share updates, successful practices, and documents, and expand cooperation through new agreements.Quang Tri also committed to continuing political theory and leadership training programs for Lao officials and to enrolling students from Salavan and Savannakhet in Quang Tri’s College of Education and College of Medicine.

The province will focus on improving enrollment quality, strengthening friendly exchanges, and supporting Lao students currently studying and training in Quang Tri.
