Quang Tri introduces new governance structure post-merger

The Party Committees, People’s Councils, People’s Committees, and Vietnam Fatherland Front Committees of Quang Binh and Quang Tri provinces on June 30 held a ceremony to announce central and provincial resolutions and decisions on the reorganization of provincial- and commune-level administrative units; the dissolution of district-level administrative units; and the establishment of Party organizations, the appointment of Party committees, People’s Councils, People’s Committees, and Fatherland Front Committees at the provincial, commune, ward, and special zone levels under the newly restructured Quang Tri Province.

At the ceremony, Le Thi Thuy, Deputy Secretary of the Party Committee of the Government Office, announced eight resolutions and decisions from the central government on provincial-level administrative restructuring, including the termination of district-level units and the formation of new communes, wards, and special zones.

The Politburo’s decisions included the establishment of the Party Committee of Quang Tri Province, appointment of its Executive Committee, Standing Committee, Secretary, Deputy Secretaries, Inspection Commission, Chair and Deputy Chairs of the Inspection Commission, the Chair and Deputy Chair of the People’s Council, heads of provincial council committees, heads and deputy heads of the National Assembly delegation, Chair and Deputy Chair of the People’s Committee, and the formation of the provincial Vietnam Fatherland Front Committee.

Accordingly, Le Ngoc Quang, member of the Party Central Committee and Secretary of the Quang Binh Provincial Party Committee, was appointed as Secretary of the newly formed Quang Tri Provincial Party Committee. Nguyen Long Hai, an alternate member of the Party Central Committee and former Secretary of the Quang Tri Provincial Party Committee, was appointed as the Permanent Deputy Secretary of the new Quang Tri Provincial Party Committee. Tran Phong, Deputy Secretary and Chairman of the Quang Binh People’s Committee, was appointed as Deputy Secretary and Chairman of the new Quang Tri People’s Committee. Nguyen Dang Quang, former Permanent Deputy Secretary and Chairman of the Quang Tri People’s Council, was appointed as Deputy Secretary and Chairman of the new Quang Tri People’s Council.

Later, Tran Phong, Deputy Secretary and Chairman of the new Quang Tri People’s Committee, announced provincial-level resolutions and decisions on the reorganization of commune, ward, and special zone administrative units; the termination of former commune- and district-level Party organizations; the establishment of new commune-level Party organizations; and the appointment of Party executive boards, standing committees, secretaries, and deputy secretaries. The announcement also included the establishment of commune-level Vietnam Fatherland Front Committees, Inspection Commissions and their leadership, and appointments of chairs, deputy chairs, and heads of People’s Councils and People’s Committees in communes, wards, and special zones.

At the ceremony, 61 members of the Party Executive Committee of Quang Tri Province for the 2020–2025 term and 78 newly appointed commune-, ward-, and zone-level Party secretaries were officially introduced and took on their duties.

In his address, Tran Hong Ha, a member of the Party Central Committee and Deputy Prime Minister, emphasized that from July 1, all tasks under the jurisdiction of the two-tier government system must be carried out smoothly and efficiently without causing inconvenience to the public.

Despite current challenges, he affirmed there is a solid foundation to believe in the internal strength and aspirations of the people to transform Quang Tri into a dynamic and robust province, seizing the golden opportunity presented by the merger and the new two-tier governance model. In the period ahead, Quang Tri must consolidate unity and consensus within its Party, government, and people; build upon its revolutionary traditions; and harness the collective aspiration for progress in the new era.

He urged the province to swiftly define strategic goals, planning frameworks, and sustainable long-term development orientations, in alignment with preparations for upcoming Party Congresses at all levels.

The political report of the Quang Tri Provincial Party Congress must clearly identify development priorities, strategic directions, and objectives suitable to the newly expanded development space, while leveraging the province’s outstanding potential. Quang Tri must set a clear ambition to become the economic center of North Central Vietnam by 2030 and a regional and international connectivity hub by 2050.

The province must quickly finalize the structure and operational mechanisms of government from the provincial level down, applying advanced science and technology to build a lean, modern, efficient, and effective administration. In the immediate term, it must stabilize organizational structures and complete local institutions in line with the two-tier governance model, ensuring the implementation of 1,059 tasks delegated by the central government, Prime Minister, and ministries.

Organizational structures must be swiftly stabilized and institutional frameworks completed, based on principles of efficiency, transparency, and seamless operations. A detailed plan is needed to prioritize converting former administrative offices into healthcare, education, cultural, and social service facilities to maximize public benefit.

The province must also accelerate the implementation of strategic breakthroughs in development, particularly in renewable energy, high-tech industries, logistics, and border trade. Adequate resources should be allocated to effectively implement new policies on social welfare, education, and healthcare.

Accepting his assignment, Le Ngoc Quang, member of the Party Central Committee and Secretary of the new Quang Tri Provincial Party Committee, on behalf of the provincial Party Executive Committee, pledged to fully absorb the guidance of Deputy Prime Minister Tran Hong Ha. He committed to working with the Party Standing Committee and the entire executive team to make every effort—through unity, innovation, and determination—to harness internal strengths and aspirations to develop Quang Tri into a fast-growing, sustainable, and comprehensive province.

The merger of Quang Binh and Quang Tri into a single administrative unit represents a historic and strategic decision aimed at streamlining the government apparatus, restructuring the development model, optimizing resources, improving governance, and expanding development space to meet the country’s growth demands in the new era.

In this new phase, Quang Tri aims to leverage its strengths in clean and renewable energy, high-tech industries, logistics, and heritage–ecotourism–spiritual tourism. The province is committed to integrating digital transformation into governance, society, and the economy; ensuring social welfare; improving people’s livelihoods; safeguarding national defense and security; proactively engaging in foreign affairs; and expanding international cooperation. All efforts are directed toward making Quang Tri a breakthrough growth driver in North Central Vietnam.

Immediately following the ceremony, Deputy Prime Minister Tran Hong Ha and provincial leaders inspected the operations of the newly established administrative unit in Dong Hoi Ward, Quang Tri Province.
