On May 23, as part of a dialogue program between the Organizing Committee of the Provincial Party Committee of Quang Tri (Vietnam) and the Organizing Committee of Savannakhet Province (Laos), the working delegation of the Savannakhet Provincial Organizing Committee led by its Head, Bouasone Mahavong, paid a visit to the leadership of Quang Tri Province.
During the meeting, Bouasone Mahavong provided an overview of the socio-economic situation in Savannakhet Province as well as the results of cooperation with the Organizing Committee of Quang Tri Province in the past. He expressed the hope that Quang Tri Province’s leadership would continue to support and facilitate cooperation and exchange of experiences between the organizing committees of the two provinces for better results.
For his part, the Chairman of Quang Tri People’s Council Nguyen Dang Quang highly praised the collaborative activities between the organizing committees of Quang Tri and Savannakhet provinces, suggesting both sides to further implement various cooperative activities to enhance the quality of Party building and nurture the special relationship between Quang Tri Province and Savannakhet Province, as well as the broader Vietnam-Laos relationship.

Later that day, a dialogue between the organizing committees of Quang Tri and Savannakhet provinces took place in Dong Ha City. The heads of the respective organization commission Phan Van Phung and Bouasone Mahavong attended the event.
During the dialogue, Phung highlighted key aspects of the socio-economic situation, national defense and security, Party building activities, and the training of mid-level political theory for officials from Savannakhet Province. He also evaluated the implementation of the memorandum of understanding between the two organizing committees.

According to the memorandum signed in May 2022, Quang Tri Province organized the commencement of the 12th and 13th classes of mid-level political theory training for officials from Salavan and Savannakhet provinces with 50 students each in 2023 and 2024. In November 2022, the Quang Tri Provincial Organizing Committee supported Savannakhet Province in investing in equipment for online conferences. In July 2024, the province will enroll the first class for leadership and management training for 30 officials from Salavan and Savannakhet provinces.
Moreover, Quang Tri Province continues to provide funding for training students majoring in information technology at Quang Tri Pedagogical College, with 10 current students and an additional 26 to be recruited by the end of 2024. It also facilitates the training of students majoring in nursing and pharmacy at Quang Tri Medical College.

Currently, all officials returning to Savannakhet after studying in Quang Tri have a solid political stance, improved working methods, and enhanced work quality. Over 90% of officials who completed the mid-level political theory course have been assigned higher positions. In the future, Savannakhet Province will send managers and leaders to study at the Le Duan Political School.
Bouasone Mahavong expressed gratitude to the leadership of Quang Tri Province, the Provincial Party Committee Organizing Committee, and the Le Duan Political School for their special attention to training political and administrative theory for Lao officials. To date, the Le Duan Political School has provided political theory training for 12 courses with 530 students from Savannakhet and Salavan provinces.
At the end of the dialogue, both sides agreed on several important points, including maintaining annual coordination to exchange information on socio-economic situations, Party building activities, especially effective practices and valuable experiences. They also agreed to continue cooperation by sending officials for mid-level political theory training in Quang Tri Province, leadership and management courses at the Le Duan Political School, and enrolling students at Quang Tri Pedagogical College and Quang Tri Medical College.
Furthermore, they emphasized the importance of strengthening propaganda efforts to raise awareness of the historical significance of the special Vietnam-Laos relationship among officials, party members, and the people, especially the younger generation.
During their visit to Quang Tri, the Savannakhet Provincial Organizing Committee also visited the Le Duan Political School, where 50 Lao students are currently studying mid-level political theory.
