Huong Hoa promotes sending contract workers abroad to help locals raise income and accomplish national target programs.

The number of contract workers working abroad has regularly increased in the past time, with many of them are underprivileged people.
Le Phu Quy, a 30-year-old resident of Tan Thanh Commune, said that he found a job in South Korea via the Huong Hoa job trading floor last year. After months of learning the South Korean language and making the necessary procedures, Quy came to South Korea early this year.
“I immediately sent money to my family as I received the salary for the first month working here,” Quy said.
Quy is one of 350 local people working abroad under contract since 2020, mainly in South Korea, Japan and Taiwan. They have found jobs abroad via employment transactions where businesses directly meet local workers.
Head of the Huong Hoa Division of Labor - Invalids and Social Affairs Tran Trong Kim said that due to the job demand of the huge labor force in Huong Hoa District, many agencies should concentrate on solving employment issues, especially sending contract workers abroad.
In order to complete the national target program, the Division of Labor - Invalids and Social Affairs has organized 19 training sessions for over 1,940 people in remote areas to enhance job skills, simultaneously hosting dialogue in 11 isolated communes to improve people’s livelihoods.
This agency also focuses on employment support policies for ethnic minority communities and poor people to help them work abroad. The policies have gained impressive results when sending 345 workers in Huong Hoa to abroad from 2020 to 2023.
To spread information and foreign labor policies to many people, the Division of Labor- Invalids and Social Affairs needs to boost propaganda work on mass media and meetings on employment policies. From 2020 to 2023, it has coordinated with many various parties, including Huong Hoa Youth Union, the trading room of Huong Hoa bank for Social Policy, famous labor export companies in hosting 10 events to provide job orientation for over 790 local residents. Moreover, the division also connected with the Provincial Department of Labor - Invalids and Social Affairs in hosting 6 meetings to spread labor export policies to people across Huong Hoa.
Quarterly, the Division of Labor - Invalids and Social Affairs coordinates with the Provincial Employment Service Center to organize transaction sessions to create opportunities for businesses wishing to recruit workers to access local labor sources.
Via trading floors, local agencies have propagated many policies and guidelines of the Party and Government to workers, especially policies on labor export. Moreover, they regularly inform the People’s Committees of communes and towns of labor export orders to spread information and propaganda work to each household.
However, Huong Hoa meets many challenges in sending workers abroad, such as the shortage of oversea workers, the extremely expensive labor cost, and the lack of connection between workers and enterprises.
To overcome these difficulties, the Department of Labor, Invalids and Social Affairs needs to follow Directive No. 20-CT/TW dated December 12, 2022 of Secretariat of the Communist Party of Vietnam on sending workers to abroad in the new era, and at the same time training workers to meet the requirements of the labor market.
