Quang Tri agrees changes in key LNG power project

The Quang Tri Provincial People"s Committee on July 17 decided to narrow the development area for the Hai Lang Liquefied Natural Gas Power Center – Phase 1 while maintaining the water surface as planned.

Accordingly, the project"s land area is contracted to 58.8 hectares, and the water surface is kept at 110.6 hectares.

The decision was made at the proposal of the investor consortium that consists of T&T Group, Hanwha Energy Corp, Korea Gas Corp (KOGAS), and Korea Southern Power (KOSPO).

The proposal is to optimize the use of land resources and ensure sufficient land area for the construction of multiple functional zones in the center.

The investors hoped to foster cooperation with provincial and local authorities to soon finalize and submit the project feasibility report in August 2023.

Ha Sy Dong, Permanent Vice Chairman of the Quang Tri Provincial People"s Committee, urged the investors to quickly compiles several project reports on the project feasibility, negotiation of the contracts on power purchasing, and procurement.

“The reports must be finalized and submitted to the provincial authorities, the Ministry of Industry and Trade, and the Government for review,” he said.

“The investors must commit to complete and operate the power center as stated in the National Power Development Plan VIII,” Dong said.

The chairman also asked the investors to work with the industry and trade ministry to find possible solutions that ensure the project meets the expected progress.

The provincial chairman Vo Van Hung said that the project is among the essential mass infrastructure projects in Quang Tri Province, which will boost the provincial socio-economic growth and assure national energy security.

He expected the investors to work closely with local governments to ensure the project progressed as planned.

Quang Tri Province also plans to build an LNG terminal that can receive LNG ships of 170,000-226,000 cubic meters and load up to 1.5 million tons of LNG in total per year.

The total investment for Phase 1 is nearly VND54 trillion (US$2.28 billion). It is set to operate in 2026-2027.

The project is one of those listed in the National Power Development Plan 2021-2030 with a vision to 2050, which was attached in Decision 500/QD-TTg dated May 15, 2023, by the Prime Minister.

The investors have acquired the permit for ground filling and fundamental infrastructure construction.

At the meeting, the consortium reported the project"s progress and filed existing problems and challenges in the construction. They also proposed two solutions to set up the ground.
