Quang Tri Provincial People’s Committee Chairman Ha Sy Dong and his deputy Le Duc Tien on December 20 chaired a meeting with departments and agencies to review a report on the master plan adjustment for the Southeast Quang Tri Economic Zone (SEZ).
The Southeast Quang Tri Economic Zone, established on September 16, 2015, by a Prime Ministerial decision, encompasses 17 communes and towns across three coastal districts—Gio Linh, Trieu Phong, and Hai Lang—covering a total area of 23,792 hectares. After ten years of implementation, the original plan has become misaligned with local conditions and the goals of sustainable development. As a result, the Prime Minister has approved a revision of the SEZ’s master plan, extending its vision through 2045. The updated plan will expand the area by 2,300 hectares, bringing the total to 26,092 hectares.

This expansion includes 800 hectares for the My Thuy Port area, 1,500 hectares of inland space, 421.2 hectares within the Quang Tri Industrial Zone, and 1,018.8 hectares along National Route 15D and the North-South Expressway corridor. The expanded SEZ is divided into four distinct zones. The central zone, covering 9,401 hectares, will focus on key projects such as seaports, industry, port logistics, free trade, and energy. The urban zone, spanning 5,573 hectares, aims to develop urban tourism, services, and industrial support activities. The airport zone, covering 3,572 hectares, will include Quang Tri Airport and its related infrastructure. Finally, the agriculture and rural zone, with an area of 5,254 hectares, will promote organic and ecological farming alongside modern rural development. The adjustments prioritize sustainable development, optimizing land use while redefining boundaries, scale, and functions. Key features of the revised plan include offshore wind power projects, a comprehensive energy production complex, an integrated logistics system, an ecological tourism zone at the confluence of the Hieu and Thach Han rivers, and a coastal road connecting Trieu An to Hai An.

Chairman Ha Sy Dong said the revised plan would help address investment challenges and boost socio-economic development. He instructed the consulting units to incorporate feedback from departments and localities to ensure the plan’s practical relevance, with a special emphasis on expanding the western boundaries to optimize land resources. He also emphasized that transportation connections between the SEZ and surrounding areas must align with the overall transport sector’s planning.
The boundary adjustment and master plan revision must proceed concurrently to meet the established deadlines. Any challenges encountered during this process should be promptly reported to the provincial People’s Committee for timely resolution. These actions aim to position the SEZ as a key driver of economic and social development, playing a vital role in advancing the province’s strategic objectives.
