QTO - Quang Tri Province has set an ambitious target of developing around 9,500 MW by 2030 from its current renewable energy capacity of 1,000 MW. To achieve this objective and establish itself as the primary “Energy hub of the Central Region,” the province has secured approval for several power projects that will have access to the Power Development Plan for the 2021-2030 period, with a vision to 2045 (Power Development Plan VIII).

Potential and effectiveness
A survey has revealed that Quang Tri has immense potential for the power industry“s growth. The Government”s favorable policies and decisions to promote renewable energy have encouraged the province to invite investment and fully utilize its potential for developing wind, solar, thermal, and gas power projects.
To date, 19 wind power projects with a combined capacity of 714 MW have been commissioned, out of which 671.1 MW is already in commercial operation. Additionally, three solar power projects with a total of 127 MW and 11 hydropower projects with a capacity of 167.5 MW are also commercially operational.
As a result, the total capacity of completed construction work in the province has exceeded 1,000 MW, not accounting for the 100 MW of rooftop solar power systems.
Quang Tri also boasts 12 wind power projects with a combined capacity of 454 MW, one gas power project with a capacity of 1,500 MW, a mixed gas turbine power project with a capacity of 340 MW, and nearly 100 MW of hydropower projects that are currently in the planning and investment stages.
Notably, the province has taken the initiative to propose 60 onshore wind power projects with a total capacity of 4,600 MW, three offshore wind power projects with a capacity of 2,600 MW, 19 solar power projects with a combined capacity of 1,400 MW, over 2,000 MW of stored hydropower projects, and around 4,500 MW of gas power projects to the Prime Minister and the Ministry of Industry and Trade for consideration and inclusion in the Power Development Plan VIII.
Given the province“s potential and initial achievements, transforming Quang Tri into the”Energy hub of the Central Region“is a sound strategy backed by scientific evidence, practical experience, and the province”s political will.

Power Development Plan VIII – key basis
To become a prominent “Energy hub in the Central Region”, Quang Tri is concentrating on planning and implementing investments in transportation infrastructure and the transmission grid system that connects the province with other regions and neighboring countries.
These efforts aim to generate a commercial electricity capacity of about 2,500-3,000 MW by 2025 and approximately 9,500 MW by 2030. However, to accomplish these targets, Quang Tri urgently needs the support of the Government, ministries, agencies, and the cooperation of enterprises.

In particular, the Prime Minister is recommended to promptly endorse Power Development Plan VIII and prioritize the development of wind power projects in the western region of Quang Tri with a capacity ranging between 1,800-2,700 MW and storage hydroelectricity with a capacity of 1,800-2,700 MW. These projects should be included in the national electricity development plan for the 2021-2030 period, along with the progress of the 500 kV Huong Hoa transmission line and substation project, as stated in the draft plan.
Additionally, Quang Tri proposes the expedited operation of the Hai Lang LNG Power Center projects, including phase 1, with a capacity of 1,500 MW and the mixed gas turbine project, with a capacity of 340 MW by 2030. The province also urges the prompt approval of marine spatial planning as the foundation for implementing energy projects.
Quang Tri recommends that the Ministry of Transport consider and evaluate the possibility of including the development of seaports, ports, wharves, floating terminals, water zones, and water areas in the detailed 2021 plan 2030 period with a vision towards 2050. This evaluation should include the possibility of constructing a liquid/gas cargo port to accommodate ships for gas power projects and a gas depot to align with the Gas Planning, Power Development Plan, and Energy Master Plan for the province.
The province also expects the Ministry of Industry and Trade to approve the price range for electricity generation from wind and transitional solar power projects to facilitate renewable energy projects that have already been planned, purchase contracts, and those are under construction, or have been completed but are not yet commercially operational before November 1, 2021.
Furthermore, it is crucial for the Government, ministries, and central branches to swiftly establish and announce frameworks and guidelines concerning the advancement of renewable energy and regulations regarding the selection of energy sector investors. These measures are fundamental in providing the basis for localities to follow suit, including Quang Tri.
While the energy industry in Quang Tri has made significant progress, there remain several crucial factors to be considered. Apart from striving to attract investment, marshaling resources, and creating favorable conditions, the province needs the central Government to introduce policies and regulations on time to achieve its goal of becoming the “Energy hub of the Central Region.”
