Work starts on Quang Tri Industrial Park

On December 15, the Quang Tri Joint Venture Development Company Limited, in collaboration with Quang Tri Province, conducted a groundbreaking ceremony for the Quang Tri Industrial Park Project in Hai Lang District.

On March 23, 2021, the Prime Minister granted approval for the investment policy of the Quang Tri Industrial Park project, spanning an expansive 481 hectares with a total investment capital of VND2.07 trillion (US$85.2 million). Phase 1, covering 97.4 hectares with a total investment of VND504.39 billion ($20.7 million), is situated in Dien Sanh Town, Hai Truong Commune, and Hai Lam Commune within Hai Lang District.

Execution of the project falls under the responsibility of the Quang Tri Joint Venture Development Company Limited, a collaborative effort involving the Joint Venture of Vietnam-Singapore Industrial Park, Amata Bien Hoa Urban Joint Stock Company (Thailand), and Sumitomo Group (Japan).

Anticipated benefits include a substantial boost to economic growth, fostering the enduring development of Quang Tri Province over a 12-year period. The industrial park is slated to host a variety of sectors, including textiles, footwear, packaging, printing, wood and furniture processing, and food and beverages, with an expected employment impact of 30,000 to 40,000 workers upon operationalization.

Addressing attendees at the ceremony, Chairman of the Provincial People’s Committee Vo Van Hung underscored the Quang Tri Industrial Park project’s pivotal role, deeming it a cornerstone for attracting investments and showcasing the potential and resilience of Quang Tri.

The Vietnamese Government anticipates the project’s contribution to the province’s socio-economic development, envisioning it as an economic hub along the East-West Economic Corridor, connecting Vietnam, Laos, Thailand, and Myanmar.

This industrial park is distinguished by modern infrastructure, and the investment initiatives within it align with a green industrial park model, emphasizing renewable energy and a commitment to environmental protection. The focus is on supporting the transition to clean, renewable energy sources and minimizing waste and emissions, aligning with the nation’s rapid and sustainable development goals.

Hung expressed trust and deep appreciation for the collaboration and investment of prominent investors in industrial park infrastructure development, both in Vietnam and the broader region.

“Guided by the principle of “Enterprises develop, Quang Tri develops,” the province remains steadfast in its readiness to create favorable conditions, offering support to both domestic and foreign businesses, and fostering a friendly environment for investors,” Hung said.

Hung also called for the Government, ministries, and central branches to continue their attention and support for Quang Tri Province. Departments, branches, and localities within the province are urged to continue advancing administrative reforms, actively collaborating to support investors in the attraction and handling of procedures for secondary investors within the Quang Tri industrial zone, thereby facilitating the realization of set plans and goals.

Following Phase 1, Hung said the province commits to working alongside the investor consortium, progressing with site clearance efforts, investing in infrastructure construction, and attracting further investments for subsequent project phases.

The current focus is on completing the entire project in accordance with the scale approved by the Prime Minister, he continued.

During the ceremony, Minister of Planning and Investment Nguyen Chi Dung, representing the government, affirmed that the groundbreaking event for the Quang Tri Industrial Park Project, executed by three leading international infrastructure investors in Vietnam, reflects significant efforts and determination from the Government, Party Committee, authorities, people of Quang Tri Province, and the investors involved.

“The implementation of this project is poised to establish an economic hub along the East-West Economic Corridor, connecting Vietnam, Laos, Thailand, and Myanmar. This is expected to inject new developmental momentum into Quang Tri Province, the North Central region, and the entire country,” Dung said.

Given the strategic location, abundant human resources, clear site, and support from various levels and sectors, Dung suggested that the Provincial People’s Committee promptly finalize and submit the Quang Tri Provincial Planning for the period 2021-2030, with a vision to 2050, to the Prime Minister for approval.

Additionally, he proposed conducting a review and adjustment of the General Planning for the construction of the Southeast Quang Tri Economic Zone to serve as the foundation for other plans and the creation of a medium-term public investment plan for the period 2026-2030.

Dung emphasized the importance of aligning efforts with Resolution No. 26-NQ/TW dated November 3, 2022, of the Politburo, focusing on socio-economic development and ensuring national defense and security in the North Central and coastal regions until 2030, with a vision to 2045. He urged proactive improvements in the business investment environment, elevating the provincial competitiveness index and preparing infrastructure, premises, and human resources to meet investor requirements.

Dung stressed the importance of continued attention, support, and collaboration with investors throughout the project implementation, ensuring progress, quality, safety, and efficiency.

The housing development strategy for workers and employees, as well as social security, were also emphasized.

Dung called upon investors to adhere to financial commitments and approved progress, emphasizing that the construction process must align with the industrial park’s planning and address environmental concerns.

The promotion of joint ventures, and partnerships, and the attraction of financially potent, technologically advanced, environmentally friendly investors were underscored to contribute significantly to the local budget. Investors were urged to actively engage with the local government and community during project implementation, demonstrating a commitment to achieving the set goals.

During the groundbreaking ceremony, Quang Tri Province leaders handed over a memorandum of understanding and an investment certificate to secondary investors.
