A long-term development plan will bring about a new direction for Quang Tri Province in the future, Nguyen Dang Quang, Vice Secretary of the Quang Tri Provincial Party Committee cum Chairman of the Quang Tri Provincial People’s Council, tells Quang Tri Online.

How important is the overall development plan to the province?
We understand that an overall socio-economic development plan lays the foundation for detailed activities in socio-economic growth, security and defense, natural resource exploration, and environmental protection during 2021-2050. The job requires the whole political organization to join. Therefore, the provincial Party Committee in the early stage of 2020-2025 tenure requested the provincial People’s Committee to start performing the task.
We selected consultants with quality and experience who support us in developing an overall development plan for the province. This long-term, visionary plan combines Vietnamese and international practices and suits our conditions.
Some of the consultants are Singapore Cooperation Enterprise, Sakae Advisory – Surbana Jurong, and AVSE Global. These are highly experienced, internationally recognized organizations, and their participation helped us identify the provincial socio-economic growth scenario, which is in line with the national socio-economic plan for 2021-2050 but still guarantees Quang Tri’s distinctive traits and values.
From the provincial master plan, we were able to import general ideas on Quang Tri’s growth into Resolution 26, dated November 3, 2022, by the Politburo on the overall development of the Central Coastal region with a vision to 2045. Then, we finalized the provincial plan and submitted it to the Government for valuation and approval.
On December 29, 2023, the Prime Minister issued Decision 1737 to approve the Quang Tri provincial socio-economic growth plan for 2021-2050, which resulted from coordination and collaboration of the province’s political system.
What actions will Quang Tri authorities take to achieve the targets stated by the provincial overall development plan for 2021-2050?
First, we have to enhance the quality of leadership and management among all Party organizations and administrations and improve performance, attitude, and discipline at government agencies and among officials, especially the leaders.
We’ll also remove bottlenecks to grow strong private businesses, and mobilize and make the best use of all resources for sustainable, rapid development. We have been implementing the provincial overall planning for 2021-2030 with a vision for 2050.
Second, the projects are made public so people can exercise their right to oversee project implementation. We’ll develop a plan to execute these projects and insightfully address the content, progress, and resources needed. Furthermore, there are meetings to advertise our advantages and key projects to invite private investors.
Provincial and local authorities will revise and amend the overall and specific plans regulating land use. We want to ensure that the action plans are regularly updated and authorities at different levels are aware of the changes. The provincial authorities would also conduct regular checks on the plan’s implementation.
Third, we’ll accelerate administrative reform, develop an e-government platform, and build smart cities. In this task, digital solutions are the key, and government agencies at all levels must work together to disseminate the provincial plan on developing the information and communication infrastructures, media network, foreign affairs news, and others.
There should be a policy to motivate people and enterprises to make the best, most efficient use of digital transformation solutions, smart city solutions, and online public services. The province must hasten the development of the e-government, thus improving the quality of public services, simplifying the procedures, and saving time and cost for people and enterprises. Based on these, people and enterprises may exercise their rights to manage the performance of local authorities.

Fourth, the authorities will mobilize and exploit the best benefits from investment projects. Priorities should be given to key, mass projects with a strong influence on socio-economic growth.
Besides, we should look to complete technical projects to draw private investors, take advantage of FDI and ODA loans to develop infrastructure and expand business operations to increase State budget income and economic scale.
The province will reassess the State budget’s use and prioritize investment and development projects. Actions will be taken to remove the gridlocks in infrastructure development, administrative reform, and human resources management to facilitate private investors to join local projects.
We will take steps to improve the quality and implementation of the province’s annual and medium-term public investment plans. This will include establishing appropriate processes and mechanisms to widely consult the local community and businesses on public investment programs and projects. This will help facilitate better coordination of resources between the public and private sectors.
We will ensure full transparency of long-term policy directions by promptly updating changes in provincial policies on the official provincial website. Additionally, we will build an advanced information system to support investment promotion activities in the province.
To attract more investors, we will focus on supporting the development of connecting infrastructure like transport, electricity, and water for industrial parks and clusters. This will contribute to improving the overall infrastructure quality and competitiveness of the province. We will also work to improve the quality of modern, green, and sustainable urban areas, integrating worker housing and social housing into the urban fabric, especially near industrial hubs.
We will provide various incentives and support measures to attract investors to tourism areas, attractions, and high-end hotels. This will include assistance with legal procedures, compensation for site clearance, and investment in supporting infrastructure like transportation, electricity, and water. We will actively promote public-private partnerships to mobilize more resources for infrastructure development.
Additionally, we will encourage private investment in public services like healthcare, education, and vocational training. resource development will be a key priority. We will focus on training, attracting talent, promoting innovation and the application of science and technology. Improving the capabilities of government officials and business managers will also be a major focus. We will reform recruitment, management, and development policies for officials, civil servants and public employees, including measures to encourage continued learning and skills upgrading.
Expanding and improving the quality of vocational training will be crucial. We will adjust the training structure to better align with labor market needs, promote flexible and practical training models, and strengthen linkages between training institutions and employers, especially in high-tech, high-value industries.
Integrated management of natural resources, environmental protection, biodiversity conservation, and climate change response will be a priority. We will also work to drive innovation in science, technology and overall management practices to support the province’s rapid and sustainable development.
