A master plan for the socio-economic development of Quang Tri Province in 2021-2030 with a vision to 2050 was announced on July 6.
Under the master plan, the central coastal province targets that the gross regional domestic product (GRDP) will grow by 8.2% per year, and per-capital income will reach VND140 million-170 million (US$5,500-6,700).

Quang Tri plans to reach a middle-income province with industrials and services as core economic sectors. It aims to transform into a financial hub of the Central Coastal region, a logistic center of Southeast Asia, and an important traffic corridor in ASEAN and the Great Mekong Subregion. The province also hopes to become a strong province in 2050.
To achieve the said targets, the key solutions include traffic infrastructure development, improvement of investment and business conditions, digital transformation, high-quality human resources management, and creation of a favorable working and living environment to attract talents.

The provincial government also expects to turn Quang Tri into the center of clean energy production in the Central region by 2030, make tourism the key economic sector, develop a high-quality and efficient logistic foundation, and hasten the development of processing companies by using modern technologies, thus raising competitiveness for local firms.
Authorities will strive to develop a hi-tech, organic agriculture sector, protect the environment, intensify efforts in preserving biodiversity, facilitate all people to join and benefit from socio-economic development programs, guarantee national defense and security, and further partake in international activities.
According to Chairman of the provincial People’s Committee Vo Van Hung, Quang Tri sees the announcement of the master plan as a chance to draw the attention of both domestic and international investors.

“We hope private investors will have a clearer overview of our advantages and understand our strong expectations and commitments to intensifying cooperative partnerships. We also want all local people to join the authorities for our mutual interest,” he said.
According to the chairman, provincial authorities have taken crucial moves with the development of the master plan as it is one of the primary political missions. The province has also adhered to the national, regional, and sectoral development plans.
Quang Tri authorities have also sought support from Vietnamese and international consultants such as Singapore Cooperation Enterprise, Sakae Advisory – Surbana Jurong, and the Association of Vietnamese Scientists and Experts (AVSE) Global to reinforce the master plan with specific socio-economic projects.
“We will accelerate the policy-making process, develop and finalize subordinate activities, and issue technical standards and rules to ensure the province is ready to receive investments,” Chairman Hung said.

The provincial leader pledged to make the best use of the resources for socio-economic growth, bolster economic sectors, and develop a smart, modern infrastructure network, thus allowing local projects to have a broad influence on the province and magnify sustainable development.
“Quang Tri promises to listen to the investors, assist them with the best environment, and accompany them on their progress.”
At the event, Deputy Prime Minister Le Thanh Long cherished provincial authorities and people for their recent achievements. He said Quang Tri has a huge potential to become a well-developed locality in the Central Coastal region for its cultural and historical values.
“The province carries all the traits for rapid, sustainable growth and become the trusted destination for investors,” he said.
The province’s socio-economic master plan is well-designed with both medium and long-term visions, the Deputy PM said, adding Quang Tri has comparative advantages in natural and cultural values.

He urged provincial and local governments to soon come up with detailed plans to accomplished the missions brought up by the master plan, especially the development of eight key sectors, four economic zones, and six economic corridors.
Long said the province must pay special attention to infrastructure projects, especially the Quang Tri Airport and My Thuy Deepwater Port. He also recommended that the province expand the Southeast Economic Zone, develop urban areas along the North-South Expressway and the National Route 15D, and transform the Lao Bao Economic and Trading Zone into a cross-border economic complex between Vietnam and Laos.
“Economic restructuring must come with productivity and competitive increase, digital transformation, innovation and technology, knowledge-based models, and other comparartive advantages such as marine economy, tourism, circular economy, and climate change response,” Deputy PM Long said.
“The province must work hard in administrative reform, improvement of business conditions, and rersolving problems to boost corporate performances.”

“Quang Tri should turn into a tourist destination for its historical and cultural attractions. The local tourism sector must symbolize a dynamic, spirited post-war recovery and desire for peace,” he said.
Deputy PM Long also asked local governments to ensure national defense and security, maintain political stability and social security for investors. He wanted the companies to boost their performances by sharing concerns, visions, actions, and benefits.
He urged the ministries and central-level government agencies, and other localities in the Central Coastal region to cooperate with Quang Tri to resolve the challenges and obstacles.
From his part, Vice Chairman of the provincial People’s Committee Ha Sy Dong appreciated the feedback of the Deputy Prime Minister.
He promised that Quang Tri would study the Deputy PM’s recommendations and import them into the action plan, which would be finalized soon.

“The action plan will comprise groundbreaking strategic solutions to realize the targets in the master plan, thus making Quang Tri prosperous and progressive,” Dong said.
On the occasion, Quang Tri Province handed operating certificates to investors of nine projects with a total registered capital of VND4.4 trillion ($173 million), enabled the start of pre-feasibility reporting for two projects with total investor of VND21 trillion ($826.3 million), and approved investors of five other projects to begin their studies.
There were also several sideline activities, such as introducing the province and potential projects, an information space showing photos and other materials on Quang Tri’s natural and cultural values, and an exhibition of local specialties and iconic products.
