Quang Tri facilitates major infrastructure projects

On October 18, Vice Chairman of the Quang Tri Provincial People’s Committee Ha Sy Dong inspected the progress of phase 1 of the My Thuy Port project and the business operations of VICO Quang Tri Investment and Mineral Joint Stock Company.

The My Thuy Port Investment and Construction Project is a special-class maritime work, with My Thuy International Port Joint Venture JSC (MTIP) as the investor. Phase 1 involves the construction of 4 berths for ships with capacities of up to 100,000 DWT, with a total berth length of 1,300 meters. The total investment for phase 1 is VND5.9 trillion (US$241 million), with implementation scheduled from 2024 to 2027.

Regarding construction progress, for package XL-01: the construction of the breakwater and eastern wave barrier, the storage and casting area of 2.36 hectares has been completed, with 362/362 temporary berth blocks and 308/308 wave-breaking blocks (12 tons each) cast. So far, 260 meters of the 320-meter breakwater has been built, with the remaining 60 meters expected to be completed by Q1/2025 as planned.

For package VL-01: providing fresh concrete for the project, installation of two concrete batching plants (with capacities of 90 m3/h and 180 m3/h) has been completed, along with well drilling and electrical installation. Concrete mix design is currently underway. For packages XL-02 (berth and rear breakwater for berths 1 and 2) and XL-03 (eastern wave and sand barrier), the designs are finalized, and contractor selection is in progress.

Land clearance (LC) for phase 1 involves a total area of 133.67 hectares. So far, compensation plans have been approved for 132.55 hectares, land recovery decisions made for 129.2 hectares, and 104.71 hectares of land have been allocated. MTIP is working with the LC council, Hai Lang District People’s Committee, and consultants to proceed with the land recovery and LC for the remaining 43.44 hectares in phase 1 and for phases 2 and 3.

During the inspection, MTIP requested that the provincial People’s Committee instruct relevant departments and local authorities to quickly hand over the remaining 4.47 hectares of land for phase 1. For the additional LC in phase 1 and in phases 2 and 3, they urged Hai Lang District to complete the necessary LC procedures to hand over the land by Q2/2025.

MTIP also requested approval for temporary waste disposal sites to proceed with the next project steps. Additionally, they called for improvements to transportation infrastructure to support the project’s operation. After the on-site inspection, Vice Chairman Ha Sy Dong emphasized that My Thuy Port is a critical project for the province’s socio-economic development, revenue generation, and investment attraction. He urged the investor and contractors to increase manpower and equipment, open additional tenders, and select capable contractors to accelerate the project’s construction.

Hai Lang District was tasked with completing the LC procedures and handing over the remaining land for phase 1 by October 2024. The Department of Natural Resources and Environment was asked to address issues related to material supply.

Regarding temporary dredged material storage, Vice Chairman Ha Sy Dong agreed with MTIP’s proposal. Specifically, approximately 988,000 m3 of white sand will be stored in a 25-hectare area after the closure of VICO Quang Tri’s mining site and nearby areas. Around 12.33 million m3 of material suitable for landfilling will be stored within the project’s phase 1, 2, and 3 areas.

MTIP was instructed to ensure proper storage sites for dredged materials to avoid disrupting construction and operational functions of the project’s facilities. During the inspection of VICO Quang Tri’s business operations, Vice Chairman Ha Sy Dong praised the company’s well-organized investment, modern equipment, green and clean environment, stable employment for around 300 local workers, and significant contributions to both local and central budgets.

VICO Quang Tri, located in Tra Tri Phu village, Hai Hung commune, Hai Lang District, was licensed by the Ministry of Natural Resources and Environment in 2011 to mine 601,150 tons per year on 446 hectares over 29 years. Since operations began in 2016, annual output has ranged from 51,000 to 217,000 tons. Based on licensed capacity, the company requires about 16.7 hectares of land annually, contingent upon legal procedures for forest land conversion and LC.

However, from 2016 to June 2024, the company only received about 9.98 hectares per year, leading to frequent production halts due to material shortages, affecting its business plans.

To ensure continuous material supply for VICO Quang Tri, Vice Chairman Ha Sy Dong requested that relevant departments expedite administrative procedures. The Department of Agriculture and Rural Development was instructed to fast-track forest land conversion, and the Department of Natural Resources and Environment was asked to allocate additional land within the approved area and guide the company in registering its land use plan for the next five years to prevent production halts due to material shortages.

The construction project for My Thuy Port area has a total investment of approximately $598 million, covering an area of 685 hectares. It includes the development of 10 berths over three phases: Phase 1 (2018-2025) will consist of 4 berths; Phase 2 (2026-2031) will add 3 berths; and Phase 3 (2032-2036) will complete the project with an additional 3 berths. The project’s objective is to invest in and operate a specialized port area primarily serving the industrial facilities within the Southeast Quang Tri Economic Zone and the industrial parks in the province. It also aims to attract transit goods from Laos and Northeast Thailand along the East-West Economic Corridor, ensuring the capacity to accommodate vessels with a tonnage of up to 100,000 tons.
