Quang Tri steps up support for science and technology companies

Quang Tri is intensifying its endeavors to create a conducive environment for the establishment of science and technology enterprises. The emphasis is on cultivating a specialized market tailored to the needs of these entities within the province until 2030, as outlined in Decision No.1048 issued on May 19, 2023, by the Provincial People’s Committee.

The focus is to enhance technology transfer and innovation initiatives to generate high-quality, value-added products, thereby elevating the productivity, quality, and technological prowess of enterprises.

Throughout these efforts, the goal is to increase the transaction value of science and technology goods, foster the growth of technology supply and demand, and assist businesses in applying research outcomes to their operations.

It also aims at facilitating the adoption of high technology, particularly key technologies associated with Industry 4.0, while safeguarding and advancing intellectual property; cultivating the technology absorption capabilities of enterprises, and establishing conducive conditions for the formation of science and technology enterprises.

Annually, the provincial budget allocates support for 5-6 technology innovation projects in various sectors such as information technology and communications, advanced and smart construction, transportation, infrastructure technology, biotechnology, environmental and clean energy industries, renewable energy, and manufacturing for agriculture.

Furthermore, the program commits to backing 2 to 3 businesses, organizations, and individuals each year to showcase and introduce their products, technology, and equipment. The goal is to facilitate the establishment of at least one science and technology enterprise annually. Additionally, the initiative supports 1-2 projects annually through loans from the Science and Technology Development Fund, fostering the application of research results, innovation, and technology transfer to science and technology organizations, businesses, and individuals.

To enhance capabilities, the program organizes 1-2 training classes and refresher courses annually, covering management, technology administration, and updates on new technology.

In terms of outreach, the program employs various forms of communication such as constructing content-related communication programs on science and technology market development through mass media and social networks. Conferences and seminars are organized to disseminate program details to the business community in the province, with targeted outreach to key businesses and specific subjects.

Training and coaching efforts extend to businesses engaged in science and technology activities, as well as the management teams of science and technology activities within institutes, schools, research centers, People’s Committees of districts, towns, cities, and relevant organizations and individuals. The curriculum encompasses knowledge about science and technology enterprises, technology incubation, science and technology business incubation, mechanisms and policies supporting their formation and development, as well as an in-depth understanding of the management, organization, and operation of production and business activities, brand building for science and technology enterprises, and intellectual property.

Regarding the task of developing the science and technology market, the program places emphasis on enhancing the demand source of the market and improving enterprises' capacity to absorb, master, and innovate technology. It guides and supports businesses in utilizing the Enterprise Science and Technology Development Fund according to regulations, encourages investment in science and technology research and development, and supports businesses in establishing science and technology organizations to enhance their technological absorption capacity.

The program also promotes collaboration between businesses and institutes/schools, supports innovation activities, implements measures to facilitate technology transfer, and prioritizes the import and decoding of high technology, advanced technology, and clean technology—particularly from developed countries with significant potential for impact and dissemination. Additionally, the initiative prioritizes the support of research results and intellectual property that align with the needs of developing supporting industries, mechanization, deep processing in agriculture, key products, OCOP products, and startup projects.

In addition, the province also expects to provide support for the formulation and finalization of regulations pertaining to standards, management technology, and product standardization derived from scientific and technological research processes; facilitate technology transfer, refining, improving, and innovating technology or adopting new and advanced technologies; enhance and innovate production lines for project implementation; encourage and support businesses to engage in technology innovation programs, productivity improvement initiatives, quality enhancement, and intellectual property development and brand building programs.

Additionally, Quang Tri would continue to focus on nurturing intermediary organizations within the science and technology market. This involves establishing and maintaining an online technology and equipment trading platform, connecting parties offering technology products with those seeking them; developing plans and organizing events that facilitate connections between supply and demand in the Central region and across the nation; and recognizing exemplary businesses for their technological innovation and mastery.

Another focus is to promote science and technology market promotion events at provincial, regional, and national levels to foster innovation. Quang Tri will support businesses, organizations, and individuals with new technologies developed domestically to showcase, demonstrate, and participate in domestic and international technology fairs; strengthen links between state management agencies, research and development organizations, investors, and businesses to increase the value of technology and intellectual property transactions in the province’s science and technology market; actively engage in events aimed at developing the science and technology market.

Systematically develop the infrastructure of the science and technology market in the province, including establishing connections with the National Information Portal, databases, and integrated technical platforms in the science and technology market. Gradually integrate with technical platforms in domestic and international science and technology markets.

Implement analytical, statistical, digitization, and technological data processing tools for transaction management and connection to the national database of the science and technology market. Invest in and develop the province’s online equipment technology trading platform to link with the nationwide technology trading floor system. Adopt an effective model combining physical and virtual floors to provide consulting and brokerage services in the science and technology market.

Support potential businesses in completing their documentation for certification as science and technology enterprises. Offer guidance and support for businesses to legally possess or utilize science and technology results applied to production and business, fostering the creation of highly competitive and commercialized products to establish science and technology enterprises. Provide consultancy and support in establishing, protecting, exploiting, and developing intellectual property for potential businesses and science and technology enterprises. Aid in the implementation of procedures related to standards, technical regulations, measurement, quality testing, and the perfection of new products.

Guide science and technology enterprises in establishing and utilizing the enterprise’s science and technology development fund. Participate in the execution of provincial-level science and technology tasks, as well as engage in national and ministerial-level science and technology projects and programs involving scientific research, technology development, technology decoding, and the production and trade of products derived from science and technology results.
